The flooding was not reported to be as destructive as the earlier storm episode that required water rescues and caused deaths, but the recurrence kept transportation and public-works teams under pressure.
Short, intense rainfall can overwhelm inlets and drainage channels even during a broader drought. Dry or compacted ground may absorb water poorly, while pavement sends runoff rapidly toward low points. Debris and fallen limbs can block drains at the same time demand peaks. That helps explain why a region can face water-supply restrictions and street flooding within the same week. The two hazards operate on different time and geographic scales.
